PILIDO is a civil society organization registered in Tanzania under the Non-Governmental Organization Act, no. 24 of 2002 as amended in 2019 certificate registration no ooNGO/09538. established to address development challenges faced by communities in northern Tanzania that face multiple threats from climate change, shrinkage of land and natural resources, multiple marginalization and inadequate participation in development processes, focusing on the fundamental issues, approaches, challenges and changes that are needed to ensure the achievement of sustainable development goals (SDGs) within the context of Agenda 2030.
The works at community level focuses on climate change and persistently rising levels of poverty, marginalization and impoverishment. Aware of the role that the voluntary sector plays in socio-economic development, PILIDO promotes initiatives from grass-roots that offer individuals, households and communities greater voice, widening livelihood choices and economic opportunities.
The vision of PILIDO is based on the principle of natural and social justice that all people are born with the right to live a fully human life and that resource, if distributed fairly are enough for the holistic development of each individual, household, community and nation.

Pilot Light Development Organisation (PILIDO) developed a set of strategic development values and principles that form core operating guidelines that that govern implementation of its work at all levels: local, district and national. These principles together with our core values constitute PILIDO work ethics that we hope enable it to work towards implementation its mission in all its areas of thematic engagement. These principles are:

in this strategic plan, PILIDO will take that greater care and attention is given to target population and rights of vulnerable populations are protected and promoted to ensure their inclusion in development processes.
Builds on the commitment that people are the architects of their own development that they have the right to prior, free and informed consent in decisions that affect their lives. Participation addresses listening to target communities, giving them information, undertaking broad consultation and setting development agenda with them. It further means planning, monitoring and evaluating programme implementation with them.
The work of PILIDO is based on honesty, collective responsibility and maximum disclosure regarding the management of resources as well as the impact of our work.

As a development CSO, we are committed to embracing and managing change. as well as innovations. We learn from technological advances, social change, analyse new development challenges and develop sustainable solutions to such challenges in order to maximise opportunities and manage for results.
The trust vested in us by target communities, other stakeholders and funding partners, makes us see ourselves and believe that we are stewards who are entrusted resources as trustees for beneficiary communities. We stand high moral ground to account for every resource entrusted to us.
PILIDO is registered as a civil society organisation and the founding members constitute the Annual General Meeting (AGM),which serves as the organ mandated to be the ultimate voice of the organisation. This organ is the overall body to ensure that the DNA of the organisation is the sole reason for its existence, operations and impact at all levels. Reporting to AGM is the Board of
Directors elected by the AGM and mandated to provide oversight. The board formulates policies, provides direction, approves strategic plans, annual operational plans and budgets, and it appoints and supervises the Executive Director. The Executive Director is under the Board and is Chief Executive of the organization. She oversees all personnel working in PILIDO and ensures that policies, programmes and resources are managed as provided for by all legal, governance and programmatic documents, principles and procedures. The Programme Manager and the Financial Officer both report to the Executive Secretary. The Executive Secretary, Projects Manager and Financial Manager, together with heads of departmants and programmes form the Management Team which is tasked with managing the organisation and all its programmes. At the village level, there are village development committees which co-ordinate and supervise specific village activities, and liaison with the management of Pilot Light.
